I heard there's a book by this title out there, but haven't read it. Rense has a series of articles by the same title. Has this topic been discussed?

Depends on who wrote the claims you are meaning, I've heard all sorts of claims from lakes of water to ancient civilisatins. Which one were you meaning?

The author of the articles believes that NASA has found evidence of past civilization on Mars. Photos are posted at Rense in the articles, which are the same ones as in the book. Rense didn't write it. I have yet to locate the book.

Yeah, NASA that has a severely limited budget is covering up proof of something that would allow them to write their own check for the next 30 years. Seems likely.

Well all the so called "civilizastion" images I have seen so far are the result of a furtile imagination and drawing lines on rocks and landscapes. Richard Hoagland is the biggest in this group, though there are others.
The two obvious things about this are. 1) If NASA had found something, then by releasing it they would suddenly have such an influx of money into them to get to the Mars within the next 10 years, they wouldn't know where to start spending it, and 2) If they were trying to cover it all up, why would they then release photos with such "obvious" artifacts and cities in them?
Considering that most scientists today would like nothing more that to find evidence of life somewhere other then Earth, there is no reason not to release the information if it was true. Look at things such as the "Martian bacteria" in the meteor, it was not hushed up. Nor were claims of Methane in the Martian atmosphere. Heck I thought that the release of the "recent water" report was boring because we already knew it. One of the very first major debates I was involved in on the BABB was the debunking of the "Glass worms"and since have been involved in several on the "face on mars" and others. Most of the time the proponents are just totally unable to see anything other then what they want, even when it pointed out in detail to them why they are wrong. (seems a little like certain other CT's really.) I have even heard claims that NASA bombed the "face" between the Viking and MGS images.

LOL There is nothing wrong with getting all or most of your info off the Net as long as one takes the credibility of the source into consideration. In any case I don't think where to buy a book was the kind of "information" the person (people?) who said that had in mind. Len
