"Napolitano" is Janet Napolitano, the Secretary of Homeland Security - you know, the nice woman who released a report a couple of weeks ago saying you might be a right-wing terrorist if you are anti-abortion or a veteran. She has also gotten heat in Canada for comparing the U.S.-Canada border to the U.S.-Mexico border and questioning Canadian immigration policies. So watch out Canada, because of your loose border with the US, letting the waves of disease carrying Republicans escaping from the oppressions of the Obama administration pour into your country, the swine flu will be out to get you.

At any rate, do you have any evidence that it's "weaponized," however you personally define it, other than speculation? Oh, I know--you wouldn't be able to, because it's a secret government plot that leaves no evidence yet somehow lets you claim that it must be true. How predictable.
