IIRC, Herodotus passed n numerous third party stories without critical review. What made him different from other writers is he gave his sources. I'm reading his book at the moment, and I'm finding that quite often after telling his various stories he expresses personal doubt. The most famous example of this is when he tells the story of the Phoenician sailors who supposedly circumnavigated Africa. He mentions that they reported seeing the Sun on their right as they travelled anti-clockwise, and says he finds the story highly unlikely. Yet this is exactly what would happen when travelling into the southern hemisphere.
