At the 2 minute 35 second mark of the video the flag is still. When the astronaut goes past it, it starts to move.
It didn't move because of dirt kicked on the pole because the rod supporting the flag didn'n move when the flag moved. It wasn't static electricity because at the beginning of the clip when the astronaut is right next to the flag, it isn't attracted to him at all. He obviously didn't touch it because he's too far away; at the beginning of the clip when he's right next to the flag his head is less than a quarter the size of the flag. When he walks by it at the 2 minute 35 second mark, his head is big enough to cover the flag.
