The USSR regained their superiority in man-hours in space with the Salyuts & Mir post ASTP.
Prior to the shuttle manned space belonged to the Soviets for 6 years.
Not sure if it got to 5:1 though

Actually, the rear wheels were steerable as well jaydeehess.
On Apollo 15 the front steering was inoperative and Dave Scott used rear steering only.

Actually it's due to orbital mechanics. In a lower orbit your speed increases, therefore you "catch up" to the object in a higher orbit, which is travelling slower.

Perhaps your "then NASA" person was not in the upper levels of management and therefore not in the "front-line" until they were told what to develop.
Hence the "Nope"
Or they could have been clerical employees. A writer of history perhaps. Not a re-writer.
It was new to a lot of people at the time, and materials and technology had yet to be invented.

Tell me about it LO! Happened to me the fist time I rode a 737. I didn't know about the thrust reversers. Thank God the guy sitting beside me did. His explanation kept me from freakin' too much
