We have been discussing the proper capitalization of the word "federal."
The answers I have found say it is capitalized when referring to a government such as the U.S. or Australian Federal Government. Another time to capitalize is when federal is used as part of an agency or business name such as Federal Bureau of Investigation. So the question arose what about when referring to say money provided by a government as "federal" money? My inclination is to leave it in lower case because you would not say "State" money.
An example would be as follows. Because of Federal Government spending reductions, programs that rely on federal money are facing budget shortfalls.

Personally, I wouldn't capitalize "Federal Government," either. But I definitely wouldn't capitalize "federal money." "Federal Bureau of Investigation" is a proper noun; it's the name of an agency.
